When the bike key is turned on,bike not running...the turn signals work fine and the multi meter jumps from 13-0 volts as it should....with the bike running provides a constant 8 volts and turn signals stay solid,I've been trying to hunt the issue down with no success can anybody help???

So the battery is at 8 volts when running?

If so, it sounds like it could be a charging system issue, the gen 1s and early gen 2 were known for regulator/rectifier issues....

Battery is at 13.33 volts. Key turned to on position, the lights flash normally, from 0‐13v. When the bike is started, the voltage at the battery is the same. BUT, at the taillight connectors, when the turn signals are activated, the plug reads a steady 8v, not the 0-13, as it does with the bike not running.

From the manual. "FUNCTION OF REGULATOR While the engine r/min is low and the generated voltage of the generator is lower than the adjusted voltage of regulator, the regulator does not function. However, the generated current charges the battery directly at this time."

What happens if you bring the RPM up? Are you running stock bulbs or LEDs? How old is your battery?

Look for corrosion at any of the connection, going to the taillight.
As for the running volage sounds low
Should be 14plus
