99 Over Heating Issue

Ok, so my bike is over heating. I have read that this not an uncommon thing. I need to do a flush and fill, but my question lies here. Right now I can hear my radiator hissing at the cap and coolant leaks out. Is this a sign of a bad cap?

If its leaking past the cap, time to replace the cap.
