Brake bar eliminator

i was looking on ebay for chrome parts and i cam across a "brake bar eliminator". I was wondering if anyone knows how these work, or if they even work and are safe.

I have seen only one Busa that had a brake bar eliminater in Vegas and the guy was trying to sell it said he did not like it. His was a different design though.
