cam chain tensioner recall

I know this is old news. On the recall notice that I received they have a phone number to the National Highway Administration.I called there this morning now they told me that being I did not have the failure on the recalled tensioner I could not file A compliant. So has anybody called that has had A repeat failure.The phone number is 800 424 9393. I really would like to ride this bike with A piece of mind.
