It's not that he's faster...the others are just running a roadblock so that he can flee from the authorities...
I wonder if you all noticed the big truck that drifted way deep into the emergency lane maybe a 1/4 mile so from where the cars were stopped 
There is a good reason why that lane is for emergency use only and if you do have to use it move as far away from the travel lane as you can
