Help understands cat3's tutorial

I need some clarification on CAT3's tutorial on the rebuild on forks. He says when refilling the forks with oil to mark the rod at 3.9" and insert into the fork and it should just touch the other rod when level with the top of the fork. But where is the oil level supposed to be at in relation to that 3.9" mark. Is it to be at the bottom of the rod that you insert into the fork?

Yes the oil should be at the bottom of the rod

Rubber your my hero on this fork rebuild. I'm so freaked about trying not to screw something up so I ask a question and bam there you are with an answer. Thanks for all your help man I really appreciate it alot.

When I finish with this rebuild on the bike I'm going to ride my happy a$$ down there and buy you lunch one day.
