how many amps does a HID lights draw. putting a 5 amp switch need to know if i need a resister.

you should run a 10-15 amp fuse.

if its a 12 volt circuit, and the HID ballast is using 35 watts, wouldn't the amps = 2.91?

w = v x a

well, the formula is watts = volts x amps.

The headlamp circuit is a 12 volt circuit, and I know that the HID ballast uses 35 watts.

so...the math says 2.91 amps. I guess I'm tellin

that said, I don't know if the HID ballast actually needs more juice at ignition - I don't believe that it does, I'm just not sure. But the math says that during normal use, it pulls 2.91 amps...
