Seems kind of counter intuitive but my brother and I used to pit for a guy who ran a Formula Atlantic car. In the rain they just lay the wings down to create as little drag as possible. His logic being "you aren't going to pass anyone in the corners so you might as well go as fast as you can on the straights"! Can't verify this one but it sounded good at the time.
