New york law and nos

My 03 Busa has Corbin matching hard bags with my Yosh exhaust on the one side and I installed a NOS polished bottle on the other bag to balance the look of the bike. I have been pulled over three times in two weeks and this time they threatened to impound the bike. I thought if the bottle was not connected, I was ok. Anybody know what is legal?
