Pinholes in bottom of exhaust

I kept hearing a rattle or whistling sound and thought my passenger pegs were loose. I traced it to the underside of my exhaust cans (stock). What are these holes for? Answer to that will probly answer this, what if you covered them? Sorry for the dumb question and I did search first.

Somebody correct me if I'm wrong, but they are there for a condensate drain?
Any moisture in the exhaust will drain out of them holes.

Thanks . I have an idea then to keep me hydrated.

if ya enlarge them and put a 45 degree elbow in, they will help keep the rear tire warm and dry...
