question about a few washers on engine case bolts

on the case half bolts that drop in through the top of the motor, there are only 3 sealing washers out of all 6 of the large bolts that come in from the top.. any clue as to why not on all 6?

Only old FOG wrenchers would ask a question like that.
I want to know too.
Seems odd.
Seems all or none would be the rule.
