Rev limiter in neutral while rolling.

This is super silly. I'm sure it's a safety thing but when. I'm in neutral and rolling like 15mph it won't Rev say past 3500 to 4000 rpm. Anyone else notice this? I was pulling up to a buddy house and went to Crack it and was like wtf is this poop.... I can pull clutch in gear and recline at same speed but not in neutral.

It's a safety, as high rpm with no load is high stress.
