RPMs drop while under full throttle in 6th gear

I was riding my bike on the highway and while going full throttle in 6th gear I notice a slight hesitation in power (about 1 second). I full throttled it again and at 8k RPM I notice that it would drop slightly to 6-7k rpm for 1 second then go back up to revving again past 8k rpm. I was experiencing this but to a lesser degree during my previous riding sessions and I just thought it was the tire slipping on the highway (got dual compound shinkos on the rear). But I noticed that it has gotten worse.
Could this be a fuel pump issue or a worn clutch issue?
 
Not the clutch, as that would happen in every gear and every time, they also tend to go out quickly, and slip throughout the rpms.
It sounds like a fuel issue, the pump or pressure regulator, but that usually happens around 6k rpms when fuel demand really starts to rise.
It could be gummed up secondary injectors, as they tend to get alot less use than the primary injectors, not spraying until 8k+ rpm.

Pretty sure the X scale is % of WOT (= 100%).
8k before anything close to 50%
