Short circuit??

I`ll try to explain this in English although I`m not really good at it.
My bike doesn`t want to start.. Here are some measurements:

*Between the - of the battery and the starter housing I measure 12V!
*I removed all fuses. 12 v doesn`t disappear.
*Removed all sensors, 12 v doesn`t disappear.
* 2 contacts off the CDI/ECU. 12 v doesn`t disappear.
* removed ignition swich, 12 volt disappears. measured ignition switch, seems normal..
* Head realais (under seat) chsanged, no changes...
Temperaturemeter maxed out, neutrallight doesn`t work anymore, 3 volt overall when contact is out, 12 volt with contact on...
SOMEBODY ANY ADVICE?

Yea does seem like a short to the housing, but doesnt that contact the motor which SHOULD be grounded?

What year is the bike?
Don't know if it applied to European models, but I remember something about a recall on the '08 wire harness to the ignition switch.

It`s a 99..
Yes the starterhouse should be grounded not +..

I found it out.
The cable between the - of the battery and the starter housing had max resistance..
Problem solved.
