Starter problem?

I'm stumped on this one.

Friend bought a wrecked 06 & we put it back together.
First off had a ton of weird electrical problems. Headlights weren't getting power & gauges wouldn't light up unless you turned a blinker on.
Finally figured that one out with changing the right handlebar switch to the right year switch.

Now Everything seems to have power but it won't turn the starter. It will crank & run fine if I jump the starter relay wires. I changed out the relay &
problem is still the same. Fuel pump is priming....all safety loops look to be ok. Changed out the left switch just in case.

Any suggestions?
