You can bench test injectors too.
Same process as cleaning them.

I know, I’m saying does the clutch itself have to actually have pressure on it to start the bike. I was thinking there might be a failsafe if not.

Short answer . . .no.
The clutch SWITCH at the left side hand lever has to be open to allow the starter to engage, that's all.
