I think the plastic washers he is referring to are just to make the fasteners turn esaier, I think they are teflon.

You are funny. There were 4 plastic washers. You most likely lost one because we double check those. They are to ensure the thing twists for years to come like on the first day, and make it reasonably tight. The link to instructions is right on the package. you probably overlooked it.
