I recently had mine quit downshifting altogether. It was after I installed a stainless steel clutch line. I needed to re-bleed the clutch line.
Did the previous owner do any work on the clutch line? It could also be that a 2004 with only 1600 miles might need to have the clutch fluid replaced due to it sitting around so much... ;-)
