With a TRE and a very good tuck maybe 192.  Are you sure he's not saying 250km?  That's doable with a stock motor.

that wife beater would shred long before 250.

Good luck and be careful. But with those mods, I think you are going to have a hard time getting to the 200 MPH barrier.
