Gen II 17t Fr Sprocket changes Odo/Speedo?

I find no difference: 18/43 = 90 mph on the Speedo at 5,000 rpm ... but the same after going 17/43
So the speedo reads the same but the actual mph has changed??

Yes it reads fast probably by 7 to 9 mph
