I think the guy is talking about meeting at the Target parkinglot and racing somewhere else.
Streetracing is part of the scene, as much as people don't like it, it'll always be. I streetraced my 69' GTO in the DC area for about 6-8 years. We might have met up in town, but we raced out of town, way out, and late. In the time i raced i saw 1 accident and 2 Saleen mustangs get impounded at the same time. The accident was from a guy letting his girl try and drive his 70' Chevelle(4.11 gears and lots of HP, you get the picture) the 2 Saleens that were impounded were 2 local rich guys that showed up that heard about our racing and figured we were easy money.
My group just had a better way of doing things and the streetracing was alot more organized, meaning we policed our own and got rid of any unwanted idiots hanging around which led to a somewhat safe set-up. Wanna eliminate cars pulling out of side streets into or in front of racing cars? Eliminate the sidestreets, meaning go out of town where there's no possible interaction.
It's definitely a different crowd today streetracing cars, and their not to smart. They're ALOT slower also.
