That is true if your headlight isnt adjusted properly. It should be angled to the right of the path of ridden. Staring into the side of the beam isn't blinding. Such as the sunlight, if your not staring into its direct beam its not blinding, same goes for arch welding etc.
being angled correctly does nothing for u when ur coming around a corner and the car coming at u is on an angle that catches the high beam in their eyes when either you or the car is taking the corner closer to the middle of the road. most accidents occur around corners not in the straights.
an HID low beam is 3x brighter then a halogen high beam. so an HID high beam will be that much brighter.
just saying its a bad idea and a sure way to get a ticket for failing to dim ur high beams which apply both during the day or the nite time. the idea is to be seen not blind oncoming traffic.
low beam HID's make u very visible. high beam HID's only blind those coming at you reguardless of how ur headlight is angled. sure, a poorly angled light will make it worse but a properly angles high beam HID will still blind the vehicle in front of u if u or the vehicle is turning towards each other.
