I wouldn't worry too much....Honda is smart enuf to know that this product sells well.
There will likely be a CFC free version or pump type bottle to available in those "extra green" states.

Encountered that a few weeks ago, the salesguy had an alternate to sell us. Biggest crap ever, I did not read the can in the dealership. Got it home and it says on the can: do not use on painted surface. It's from Motorcycle Stuff and called cleaner and polish, yeah right.
Thanks for the list of states, we are going to Memphis next Wednesday to visit the kids. Gonna pick up a case!
