Kennedy is just another old person that needs to retire, doesn't listen and is absolutely stuck in his head about his own agenda. The interrogations are frustrating in that he doesn't let people finish their statements and instead smothers the concept with his own opinion. Mayorkas' explanation is that the numbers of immigrants exploring the possibility of coming into the country are so great, of course the number getting in is going to be larger, as well as the number of people getting caught. There is no quick cure, the fix is curing why people want out of their situations.
Trump made it much harder and slower to obtain legal residence, and that might have a resonating effect as well. The immigration problem is very complex, far beyond being cured by an idiotic wall. Encourage people to come here legally, join the workforce, pay taxes and be part of society.
