It looks like a Motorijada- Cycle enthusiast gathering. They happen every weekend beginning in late May until Mid September throughout the Balkans and further east. As someone already said that looks like Moscow. The thing is that they are usually paced by a police escort and are made to run a slow velocity. The thing is that there are always a few squids pulling wheelies and stoppies trying to impress people. They always piss me off so I try to put distance between myself and the clowns. Some jackass probably wiped out trying to stunt and that combined with speed and interval leads to what is pictured.

Holly crap, can not believe that many riders on the road and very few of them are even looking down the road. Just a pack of rats following each other right on down the road. A few of them going down didn't even have helmets on.
