When I was in the Navy (got out in 92) the sticker had to be on the front fender. I still haven't gotten mine off and when a bud violated base policy the MPs removed his with a knife, damaging the fender along the way. Sticker plates were not allowed. It's easier to ask forgiveness than permission. Go with a plate until they tell you otherwise.
 
I'm gonna place mine on the neck of the frame on the left side, and when I come up to the gate turn my wheel to the right and they should be able to see it just fine. right now I just keep getting 90 day temp passes

I live on an Air Force Base, and I can only get 1 week temp passes while waiting for my plate. I have a Yamaha cruiser bike and I have my decal on a plate bolted to the front fork. No one has ever said anything about it. On most sportbikes I've seen on base, they put the decal on the left frame. I don't think I want that decal on my powdercoated frame. I seen a Busa on base who put their decal on the windscreen above the headlight. Never.

I think I will take a gate guard perspective picture of the Busa and see what I can come up with.

whatcha have to do is get a small sheet of the vinyl decal stuff, stick the tag to that and trim the edges, that way it isn't so fargen hard to remove when you want to.
 
I placed my decal and rank insignia on a piece of 1/4 inch plastic.
Like a piece of a cheap shelve. I cut it to size with enough room for an extra inch on the leading edge. I drilled a hole and loosened my left exhaust bracket, then place the bolt through the hole.
It looks good, easy to see and doesn't damage paint or chrome.

Here is how I mounted my Base Decal. Went to ACE hardware and got a thin piece of tin metal, some magnets, and some glue.

I stuck the decals to the metal and trimmed to fit with scissors.


Removed the left inner fairing and glued four magnets on the back side.


The metal plate sticks magnetically to the inner fairing.


I re-installed the inner fairing and now my base decal looks and sticks firmly to the inner fairing.


Once I leave the base, I can remove the plate and store it under the seat.


I may mount some more magnets in a hidden, easy to reach location to store the plate.
 
Saw a Duc today that had it on the swingarm. Was different, still not sure if I like the idea or not

I am a Navy MP and DOD requires all base decals to be on either lower drivers side winshield or on a bike they need to be on the drivers side fork.  I have made many bikers take off their decals and relocate them.  Common sense applies youd think but I made a guy take it off because he had it on the inner corner of the winshield, facing the rider, and it was impossiple for us to see.  Hope I helped you out.
On Another note. Stickers MAY NOT BE taped to other tape. The base sticker must directly be on the vehicle. It is a force protection issue if the decal can be easily removed. They are meant to come of in tiny pieces upon removal to VOID the sticker

Seriously though - what do you use to take the stickers off?  I still have the base stickers on my forks from 1996, and everytime I get sick of seeing them, they put up so much of a fight that it's worth it just to keep them on...
