MY diy tre has an issue

I built a tre from a link on this sit with the switch and the 6800 ohm resistor. My tre must tell the ecu that it is in 6th gear, because now it has a rev limit about 10250 in every gear.
I though maybe the switch and the wires added resistance, so I tested the total circut and had 6800 or so ohm through it.
I don't know what I missed.
