Hey man if you see the guy being reckless and it's obvious that he is endangering the life of someone then by all means do something.
Obviously your intelligent enough to make that decision. I, like you, would hate to be the guy who could have done something and didn't. I see where your coming from.
Are you saying that allowing a passenger to ride without a helmet is NOT endangering their life?

if it weighs on your conscious, then by all means say something to the guy or his passengers.. LEO's are not going to care and really can do very little anyway unless they are right there...
