i used goo gone/ razor blade to remove fairing decals. that stuff works but let it set a bit before scrapping it off

Some pics would help alot and allow us to give you better paths or suggestions.
Without pics I'd say your gonna have to do a bit of everything that's been suggested.
TAKE YOUR TIME.
If it takes a week to do it right it's better than ruining it in an hour.
Soak it in some sort of solvent that won't melt or harm the plastic or fade paint on outside from fumes etc.
Scrape it off with razor or other.
Dremel it down.
Sand it by hand finally to smooth it out.
Maybe spray it with some paint ?
Mount your new LEDs .

Maybe a drill with a medium wire brush? the heat and acetone scares me...
