New Jack

I bought a new jack from a guy that comes by every now and then selling various tools and such. I was looking over the troubleshooting guide just for the heck of it and when I got to the last problem and action line, I was sorta stumped. I really don't know where to go from here if all else checks ok. If you can't read it the action to take in the last line says to "Contact Parts and Warrenty Department listed Below. I gotta see about some new glasses.
