Pair block off and ECU flash

I've got my pair block off plates and the plug so i don't throw a CEL. I have a couple of questions.

1: Can I go ahead and instal the pair block off stuff before I get the ECU flashed? Or is that not advisable?
2: The bike has 2,800ish miles on it. There really isn't a reason to change the plugs yet is there?

What I'd like to do is have the "hard part" out of the way when I send my ECU off to 2WDW I can minimize my downtime.
 
1. The plug with the resistor to simulate the valve is functioning? If yes, then do it all. If not, do all but have to leave valve hooked up to avoid check engine light.

2. Sparkplugs are fine.
 
I went ahead and emailed 2 wheel dyno works and they said I am all good to just go ahead the block off the pair system without having the ECU flashed since I have that resistor plug thing I got from Schnitz along with my block off plates.

Can i ask a stupid Question? Why block off the pair system? I am new.
