PAIR Removal, Clicking

Two questions:

1.) Can you remove the PAIR system without having block-off plates? I remember seeing people ordering the block-off plates but I also remember a lot of people talking about having removed the PAIR system before the block offs were available. The fireworks show I'm giving off every time I ride at night is starting to get on my nerves.

2.) Since I had the cam tensioner recall done, I've noticed a slight clicking noise coming from the area of my chain rear wheel that seems to occur once every wheel revolution. If I put the bike up on the stand and spin the wheel I can't hear the click, but if I'm on the bike I can. Its getting louder and I can't identify what it may be. Any ideas?
 
Use a 6mm or a 1/4 unc/unf tap and make some threads in the hole. Then put the maching bolt in with some loctite and U are done.....

Yeah, I used to really dig the blue flames. But after getting stopped 6 times in 5 rides (not because of the flames, 2 tickets, 2 warnings, and 2 bored cops wanting to admire the busa), I've since decided to no longer stop for cops. Problem is, when I'm riding along, sometimes the blue flame will shoot without the corresponding loud pop from the exhaust. The blue flame flickers just like a police light, so I get spooked and frequently take off leaving everybody thinking its the po po coming. (When I decide to leave, I leave, I don't look back until I feel its safe...seems to work thus far, ran three times from "real" cops not blue flames,got away clean thrice...)
 
I hate the "popping" in the exhaust. It says : " Hey I am an idiot, I cant adjust my fuel ratio " hehehe
seriousl, that is what I am thinking when Joe Doe comes by and the exhaust tries to explode once he is letting off the gas.
 
I have not removed my PAIR, but i guess I might as well for weight reasons.
What does this mess weigh?

There should be no effect to idle, correct? since it injects air after combustion.
