sand / media blast them (you can also use paint stripper to remove the coating)...they are silver (Aluminium) under the blue...then clear them or polish them...cheap and easy
UPDATE: The blue is now silver. Greased Lightning works like magic. Soaking anodized aluminum in it for about 15 minutes will result in perfectly clean, raw aluminum. They look great now.
those pegs gotta go....that would be the first thing i would do. id go with silver to match the plastics and frame. i bet those are anodized aluminum and im not sure how they will powdercoat. i bet you could sell them pretty easy on ebay. then buy some silvers to match. nice bike otherwise.
