The chrome ages , oxidizes , rusts , flakes off ?

The guy who changed your tire since you came without complaint of a leak probably just assumed they were fine and mounted new tires .
What you show in pics is not always gonna leak so until it does hey I don't think anyone can be blamed.
Least he should have done though when finished is just squirt something on them and check them .
 
Sounds like you need to go with a new set of chrome wheels from a reputable company. Have you ever thought about going with a set of powdercoated wheels?

Just like the photo's i posted I sand down all of the bad spots than cleaned with ANIDIZ about 2-3 times. let it sit over night later sprayed self etching primer than I applied 2 coats of bead sealer remounted tires and 6 months later both tires are holding 41 psi.
