You do not need to do the polishing by hand. When I did my frame I bought a angle dia-grinder and a cotton polishing wheel. Used rouge and it polished like a mirror. You still have to do the sanding though it is a lot of work but worth it in the end.
O.K. all you polishing Freaks go here www.caswell.com they have all the material pads and compounds that you need to complete your polishing they even have a manual to tell you how to...The only other thing you need is a couple of angle grinders...If you guys are polishing by hane I feel sorry for ya...This is the only way to go...
There are three stages to polishing:
1. Rough
2. Medium
3. Finish
They offer three wheels one for each stage and three compounds for the different stages.
But beware you really have got to want to do this because it is extremely dirty and time consuming work...If you are dedicatded to your work you can have a bike that looks as good as mine...
