I've been following top speed everything stuff for more than a few years now. The article in Sport Ryder (way back when) was very informative. It provided actual numbers CDa etc for several bikes with and without riders. DaveO's bike was included as well. They even showed the difference between Dave on his bike vs Lee on Dave's bike. Even though Dave is alot bigger he had better aero numbers than Lee. The article went pretty in depth and included why Dave had better numbers (filling the voids).
Aaron Frank was the previous SSB editor and yes he tried to get the ZX14.5 over the 2 mark with a little squirt on top. He came close at 196.... mph but it just never happened. He ended up jumping on (I don't remeber who) turbo busa and blasted a 200+ run just to really see what it's like.
As Rotts stated it's the total package that's needed unless you through a ton of hp at it. In the past there was also a Han turbo busa that was put together by a mag. It had 228hp and its fastest run was 203.4mph
As another example a good friend of mine took his turbo busa that was making well over 250hp to Maxton. He was a bit dissapointed when his fastest run of the event was 202mph. He asked what I had run on my bike which is a NA busa. He freaked a little when I told him I ran 201mph. This is where the whole package makes a difference. You also get faster the more top speed runs you make.
A while back I stated on this board that you need an honest 210hp and a decent setup for the average joe to crack 200mph on a busa. Yes, it's been done with less and yes some haven't broken the 2 mark with more hp.
I honestly think that Dave S. could have hit 200 if they had a better tune. A few months ago they tunned the bike and had added the nitrous dry shot for an extra 40hp but in the article it mentioned they only sprayed 25hp. Could be that they were a little rich but I'm just speculating.
One of the best examples of having the right setup is Bill Warner's turbo naked busa. He's gone 246...mph with no body work. There are other folks with similar turbo kits makeing similar hp that haven't gone as fast or have gone a similar speed but with fairings. It's a good example how even with poor aero's you can be fast. Motorcycles aren't desined all to well for aerodynamics. The fairing design is still very consumer/market driven. Some say that the busa body work at most is worth 10mph. I would say (IMO) chassis setup is work even more.
