One payoff is more than a years pay for these people and the combined effect is worth a lot more.  Their givernment is not dissadung them to stop the practice.  So they have no incentive to do otherwise.

Looking from their point of view, I would do the same if I was in their shoes.  It's a tough lesson to learn, but it's a year of earnings to them, and nothing but a tough lesson to us.  So while I think it should be stopped... I can see why they do it.
