I live in Japan and here it is not only legal, it's expected. It especially useful on the streets....tons o' fun on the highway. The thing of it is, cars are more aware here...most of them, that at any given time a bike or scooter can come up the left or right side of them. When I'm driving my car, I'm always in my mirrors to make sure that I give enough room to the right/left to let a bike pass. It's particularly useful when traffic is really heavy and you're stuck in a tunnel in 100+ degree heat....gotta get the heck outta there. When going through trucks, I just get skinny...fold the mirrors and roll on through.
