Well, i'm not surprised DC is number one, seems we have camera cars sitting on every street and highway, they take a nap and surf the web while racking up the photo's, I'm pretty sure the area of VA close to DC and MD is high too,
I always see them pulling people over in VA on my way to work and most of the people in this area commute in and around the DMV (DC, MD, VA).
