No but I believe the Air Force did a lot of testing and research before NACA and then later NASA was created.
It's also the Birth Place of Aviation so it makes sense to have one there. They also have a 4th hanger/building already planned so they wouldn't require large additional funding to house the Shuttle unlike the other locations that will have to build a place to park it...
