12/00 bussa is a K1 but has a 340kph speedo ???

01 is a bastard year, combination of 16 bit and 32 bit electronics, I can't remember off the top of my head what's what, but I know most things don't interchange. 99-00, 01, 02-07 are the interchange years.

Suzuki did some odd things like that. My Gen 1 Bandit was a 2000, this was the same year the Gen 2 came out so I had to be real careful ordering anything to ensure it was the Gen 1...

I had a 2004 Heritage Ford truck, the same year the new body 2004 came out, same thing, I had to be real careful making sure I ordered for a heritage model...

I'd imagine the same would be happening now with Ram trucks as they sell the older body style alongside the new bodystyle...

All the manufacturers do it, especially when body styles change. 07 Classic GM trucks for example, same as an 04 Heritage Ford truck.

It is definatly a k1 but was built December 2000
The paint indicates that it's an 01, it may be that they had a few sets of gauges left over at the factory, or perhaps it was swapped on by a previous owner. Look at the part number on the ECU. That'll tell you.

So the ecu is part no 32920-24FE0 carnt find any info on this ECU diferent part number to the later k1 so they made at least 2 diferent ECUs for the k1
 
That's an Australian model 01 ECU. There are several things that could have happened regarding the clocks, including the possibility that it came from the factory that way, but it's an 01. Here's a link to the differences between ECUs.

And to answer your original question, since the restriction occurs in the ECU, and it's definitely an 01 ECU (the bike is as well, anything manufactured after a certain date of a calendar year, typically June, is considered the next model year) it's almost certainly restricted.
