Respectfully disagree. Gas prices here last week was as low as $2/gal (rockies). So using your reasoning, the lower gas prices should make riding less appealing??? I think multi level licensing has its place, perhaps in big cities, metros, where there the eco can support it. In rural areas, where has that worked?
The UK has rural areas and they have multi-level licensing.

I'm 100% on board with multi level licensing-who knows, it might lower insurance levels a bit too....

As a former motorcycle riding instructor-I can tell you, there are many people who should take up another sport than motorcycling and have told them as much.

Hopefully they were the kind you push with a foot....

I failed a few of them, one even rode to the class on his new HD. He was absolutely scary on a bike, I watched him come into the parking lot on his HD and he almost ran into 2 cars and drop it before parking it....

I had 3 other instructors with me that day and we all concurred he was dangerous. The college reimbursed his fee and what I heard he tried the driving exam at the ministry and did not pass-4 times....
 
No, you're misunderstanding. Multi level licensing is limiting the ability of a young and/or inexperienced rider to legally operate certain motorcycles. Nothing to do with taxes, registration or a job...

He rode to class on his own HD? How the hell does that happen without a license prior...

Fyi...it is Really hard to ride wheelies on scooters...seriously.
Anything with a centrifigal clutch requires Perfect balance. There is no throttle adjustment to help, as if you let off for only a split second, the front falls, too long, and over you go.
I've been trying to perfect it for years.
But, after busting my ass several times, and my buddies risking a stroke from hysterical laughter, I usually call it a day after a dozen tries or so, lol.

I was talking about when gas prices skyrocketed years ago and everyone was buying bikes and scooters. Many people still have that "save gas" mentality. Look at what's happening with the electric cars. It's like $2.75 a gal. here in Ct. and when a gas station has a 10 Cent per gallon sale, there's a line as long as a football field down the road. People are hurting "and rightly so" and No Matter what the gas prices are, People will Always Try to save money any way they can. Smaller streetbikes up here sell like crazy and Ct. isn't the only state. What started Years ago has trickled down through the years and buying a bike or scooter is Still looked at as a sensible (gas saving) alternative to People That Have No Business On Any Bike...
