Busa vs. zx-10 (top speed)

I ran across a Cycle World issue which contained a shootout of the "big 4" liter bikes. The one with the highest top speed was the ZX-10 @ 181mph. It also has the most HP of the bunch with 160.

My question is if the ZX-10 weighs 100 pounds less than the Busa and has more HP than the Busa, why can't it match the Busa's top speed? What's holding it back?

I thought the 10's power-to-weight ratio would cancel out the Busa's aero, but I guess gearing would limit it no matter what the aero or "PTW" ratio is.
