We have it here in Arkansas too. On the back it has 2 sections, restrictions and endorsements. There is an "M" in the endorsement section if you can ride a bike legally.

Oh yeah, in order to get a permit here, you have to take a 10 question multiple guess test that my 12 year old could ace w/o a problem. After that you get a permit that is good for 60 days. You can ride anything you want as long as you don't ride after dark or carry a passenger.
Here in Tennessee I carry a Commercial Driver's License for "B" class straight trucks with a HazMat, Tanker, and Motorcycle endorsement.
I got my Motorcycle endorsement in 1971 on my 16th birthday. It was raining when we left to go to the license station so we didn't take the bike. I took the written test for my driver's license and the road test. When I came back, there was a guy there taking his motorcycle test with the same make and model as my bike. He let me borrow his long enough to exit the parking lot, turn left onto the street, drive 100 feet and turn left back into the parking lot, pull around , and stop without crashing. I went inside and they gave me a motorcycle endorsement also. Now days it's little more involved but if you have the certificate from the MSF course, they waive the road test portion.
Well ... sort of. Its not really a motorcycle "license" because its an addition to your regular driving license. A "motorcycle license" would imply you can only operate a motocycle. A driver license with a motorcycle endorsement means you can operate a regular vehicle as well as a motorcycle.
Sort of like a CDL license. You can have a CDL with the Haz-Mat "endorsement". That doesn't mean you can only operate a rig with hazardous materials, it means you can operate a normal rig as well as a rig with hazardous materials.
I guess in short, a license is just a license. An endorsement is an enhancement or upgrade to a normal license.

Here in Florida one can indeed get a "Motorcycle Only" license, but of course that means you can't operate your typical automobile.
Governor Schwarznegger Is a very experienced motorcycle rider with many years on the saddle. Rumor has it that he owns a Honda Rune (like me).
He actually road the FatBoy in T2 and didn't just have it towed in a filming rig.
