If you paid through pay pal or w/credit card, you should be fine.
Might want to read through the ebay/paypal guidelines to understand what
their responsibilities are and what you need to do (file a report).
Believe it or not, there is someone in the law enforcement agency that work on matters such as this. Don't ask me how I know

paypal is not as good as your led to believe , if you pay through paypal and they remove the money from the paypal account so there is nothing in there , paypal have nothing to give you .
They have no authority to remove it from which ever account you transfer the money from your paypal account to

Yes that is what happened in my case. Also because I believed and trusted that the engine was on it's way the time before a report was 8 weeks...after that time eBay and Paypal say too bad you have left it too long. They then quote paragraph 7.8 bla bla of the agreement that you signed when you joined eBay!
In my case PayPal still found in my favour but could not issue any funds as he had none in his paypal account.I used my PayPal account that had funds in it so I did not use a credit card.
I have sold over 2000 items on eBay and have a 100% rating!!
Maybe I judge other sellers on my own ethics.

So they did me ok and I applaud them but it did take me writing ..calling and generally being a pain to get there.

Damn man, I feel for you on this one. I too have been scammed on Ebay but not to your extent. It makes you feel really violated when someone steals from you.

Paypal only pays out a certain amount I can't recall the present amount but probably in the 1k range max. I had to use their insurance policy once back in 2004 I believe. I purchased a stock block from a guy in NJ named Feketerobi I believe. He had a perfect feedback score and I sent him $256.00 through paypal. They give you around 30 days to smell a rat and contact them. When you contact them you tell them that you contacted the seller and they have not sent your order within a sensible time. In my case around three weeks had passed. The guy kept emailing me that he had to take down the motor and he was working a lot of hours and so on. I thought to my self why would he have a picture of a block on the ad and say that is perfect condition. Within two weeks he had around 70 negative feedbacks. In the end paypal sent me my money back and hear tell the guy got pinched for selling stolen goods aparently he had to go and fish for some parts he had already sold. I wanted that block so bad because I was going to install a 1364 kit shut down a few gum beaters around the way.

Twister it would appear that you are the victim of internet fraud.  I would suggest that you contact the local police department in Greenwood and advise them that you would like to press charges.  You will probably need to type up a full report including any correspondence and mail or fax it to them.  If the police department isn't helpful or willing to take the complaint, contact the sheriff's department for that county.

You also need to file an internet fraud complaint at the Internet Crime Complaint Center website.  Those are handled by the FBI.

Personally, I would do both of these as quickly as possible.
