Out of state Busa's will not pass the smog?

I have contacted several out of state dealers and they have admitted that Suzuki deliberately created the bike not to be 50 state legal so as to force California residents to buy the bike in state. Interestingly the 2008 Kawasaki Concours 14 ABS IS a 50 state legal bike. The dealer said Kawasaki did not invest all the R&D money to limit sales. When we were in Florida we went to a Chevy dealer and looked at Vettes ("just looking") and saw that on the sticker it stated: "This is a 50 state car"  meaning if purchased in FLA and shipped to California it would pass the smog test. Please someone help. It is so frustrating to see these great OTD prices in other states including dealers who advertise on E-Bay and not be able to take advantage.

There is no smog test for bikes in CA

If you buy a bike or a car from out of state and want to register it in California...California requires
the bike or car to have 7500 miles on it before you can register it here in CA

This seems outrageous...It sounds like if I lived in Blythe that I couldn't drive across the river to Lake Havasu City, buy a car and bring it home and register it. I thought the Soviet Union was dead

I live in Cali and was looking at an out of state Busa so I talked to Suzuki dealer salesman which told me I was OK cause DMV required that the bike have 3,500 miles to register in Cali.  I bought my 05 Busa in Idaho with 7,469 miles and FMF aftermarket slip-on mufflers.  During vehicle inspection at DMV in Cali the inspector (grumpy old fart bout 80 years old, kinda looked like grampa Simpson) told me that the bike could not be registered because of insufficent miles and because the emission standards stamp could not be found (I believe that is stamped into the stock mufflers).  I told him that "Hell" I can go put 40 miles on the bike and he said that was not allowed and that he had already entered actual milage on the registration forms, he instructed me to go to the clerk to see if anything could be done, I just went to the window and played stupid, said OK all set here ya go, gave em all the forms and a ton of money (fees, fees, fees, fees & 7.75% Sales tax oh and did I mention fees) I think really all they want is all that money, especially the sales tax each time the vehicle is resold, dosent seem right but hey 10 minutes later I walked out with Cali lic plate, temp registration & temp title.  Clerk didn't even notice that the forms didn't have the required or proper info.
 
Notice to all Cali residents wanting to buy an out of state 'busa.

Me being the really nice guy I am , I will volunteer to put the necessary miles on your new 'busa so you can register it in your home state.

THANKS.. and yes i know with the exhaust comes NOISE polution **** but I CAN GET AROUND THAT.... plus cops in long beach have already told me that THEY DONT MESS with bikes unless they see them doing stupid **** like BURNOUTS or ONE WHEEL UP..other than that they dont mess with theim
