Someone please help!

Ok! Here it is! I'm trying to replace my rear brake lever and I almost had it but I ran into the that damn circlip (08331-3118A). I can't seem to get it off. I tried vise grips as well as needle nose pliers. Is there a special tool I need to remove it or what am I doing wrong? In the last picture it's item number 11

Spanner wrench is what we use to call it. It looks like small pliers, but the tips are two small pins

You might be able to use something in the garage if you don't have a set. The object is to pry the slit open and bring it off, over the shaft.

Like these, but don't open it too far, it will deform. It just needs a tad to come off.:
