If I'm going to trade a bike straight up (no money exchanged--title for title) do I have to pay sales tax AGAIN? Or will I just be responsible for registration fees. I'm thinking about trading for a bike located in VA and his title is free/clear and I'm in WV.....title has no lein.

Most states tax the sale value, which in your case is 0. You may need to get a notorized statement attesting to that, becuase it could be seen as attempting to fraud the state. Some states tax item value, in which case you would be taxed regardless of the sale price. DMV probably has a FAQ that addresses this.
