timing reduction in first and second, TRE a fix?

What effect does the TRE have in first and second. I have heard it both ways that putting in a TRE will help first and second and I have heard other people say it hurts first and second performance. What exactly is the computer doing to timing in 1st and 2nd verses 5th?
