I came across this on craigslist and was wondering if it is legit or not. Any thoughts? Or anyone know how to find out if these guys are for real or a scam?

The State of California's Air Resource Board has adopted a program to help reduce emissions generated from Service Stations and other Gasoline Dispensing Facilities.

The Program is called ENHANCED VAPOR RECOVERY (EVR) . EVR refers to equipment that is required to be installed in approximately 13,000 Facilities prior to APRIL 1, 2009 at a cost of approximately $75,000.00 per site.

The EVR EQUIPMENT COMPANY is a Southern California based Petroleum Equipment Supplier and along with The Roland D. Irvin Company is expanding its operation to 10 offices located throughout California to better serve our growing client base.

We are offering the opportunity of ownership of some of these offices to interested parties that would like to participate in this state mandated program and to continue to service the petroleum industry when this program is accomplished.

Based on the compliance dead line, Iwould say that this is going the be a fast, in demand,service.Also, based on the annual usage target area,600,000 gal.minimum,these won't be the local corner station. Large fueling centers like auto plazas & truck stops, which always have a parent company with deep pockets. Most will jump though hoops to keep the EPA & others happy. Because of the type of work this is, OSHA & the EPA will drive the cost of these projects though the roof,which will make several people VERY rich. May be a ticket to ride IMO.
 
Yeah, thats what I was thinkin or should I say dreaming ... Any idea how many gallons a typical mom & pop station pumps?

Yet another thought is, why would this company be lookin for small investors like me? If there is that large of potential $$$ why wouldnt a large corp be all over this?

Calif, has a progressive mandated recovery order. 2000 was the 1st phase, 2005 was the next and now 09 is the next ...

I havent been able to find out anything about this company yet, but I am workin on it.
 
Every once in a great while,you may end up at the front of the line. How long has this been enacted? That will give you some idea where you stand,if it has been more than a year,theres alot more to it. Meaning there is a catch somewhere,in regard to the final responsablity.In most cases large corps. do jump on to new eviromental tech. If you happen to check on the postser of the ad and their backing and find it's a large corp., they may be looking for the small guy/contractor to carry the brunt of the fall. As an example,several years ago, my dad and I looked at purchasing an old gas station/diner located in a small town about 12 miles from here on US-36. With the improvements taking place on this interstate,( which will be changed to I-72 upon completetion in 2010)we thought at the time this was a great investment. The site is about 5 acres right at the exit to a small town for just $40K. What we later discovered was that the EPA was also 'interested' as well. They had a three above ground tanks,2 were fuel and 1 diesel. About 3 of the 5 acres required extensive clean up costing nearly $275K by special contractors, the soil removed required an amazing aray of processes,some bargin. If you can go to a new construction site of a large fuel center,you'll probly find this system is already being used. On the site's with old under ground tanks, the cost may even cause a vast amout of locations to close,becoming a write off even to large companies,who will then let these locations go to tax sales,writing it off on more time as a lose.Amazing how our tax system works. Because the soil has to be removed and stored at special sites for up to 10 years, it can become a nightmare. On the flip-side, I'm sure if you do enough research,you may find a gold mine of grants related to all of the above,just be sure to form a corp. yourself so if needed you can also enjoy the write off's too. Just be very careful. I don't have any idea of how much fuel is tranfered at your local mom& pops. I'm guessing this was both to protect our environment and filter out mom & pop type operations, leaving just the big boys.
 
Thanks John, good points. Yes quite a few years ago Radio takl host and biz Guru Bruce Williams said to stay away from gas station ownership for the very reasons you mentioned AND even if you sell, you may still be in the liabilty loop if you EVER owned the property.

My biggest concern right now is to find out if EVR-Upgrades and Roland D. Irvin is a legit company.

Dear Mr. Collins:

Our program was established to assist parties in opening offices throughout California, provide them training, secure a backlog of work, and support them for (1) years to ensure their success.

We offer three programs:

1) Investor. Investors can expect to receive $100,000.00 for every $75,000.00 they invest. The funds are used for our Buy, Remodel and Resell service station programs, growth and/or client equipment leasing. The investment is returned in 12 months.

2) Owner, Contractor. Owner, Contractor is either already a Contractor or wishing to become a Contractor. We provide training, marketing, establish a backlog of work and act as a bridge if needed while the future contractor is working on their California Contractors license. The support is up to one year. The Owner Contractor owns 98% of the business from that office for the first year and 100% ownership after the first year. The Owner Contractor is responsible for providing the crews to complete projects but may utilize our work force while they are training and building.

3) Owner, Manager. The Owner, Manager can expect the same benefits as Owner, Contractor without building a crew. We will provide labor support for the projects up to (1) year. After that time, the Owner, Manager can Sub Contract their work back to us, to another company of their choice and/or become a Owner, Contractor.

I work in the pertoleum industry down here in South Florida and deal with the rules and regulations of CARB on a daily basis.

As far as vapor recovery, CARB has done away with vapor recovery on all new stores. If a store is getting a remodel done including new tanks, lines and dispensers vapor recovery is also not needed.

If a station already is 2009 compliant and is currently using vapor recovery they are required to continue to use vapor recovery until 2010.

This push for 2009 compliance is for underground storage tanks and lines. To be compliant all locations that have underground storage tanks must have all equipment to be double wall.

Meaning all of the stations that currently have single wall steel tanks must spend approximately 600K to upgrade the station.

I have never heard of this company that you are speaking of but that does not mean that they are not legit and good opportunity to make some cash with.
